Los Angeles rappers Nouka Base and Yusef Afloat -- collectively known as the Nonce -- mixed old-school stylings with the jazzy vibe of crews like A Tribe Called Quest and Digable Planets. Their debut album, World Ultimate, was released in 1995. Turning It Out followed four years later. ~ Steve Huey
